Do I need an SVG favicon?

Preferably yes. SVG gives a crisp scalable icon, while /favicon.ico fallback remains useful for compatibility.

Does this check PWA?

No. This tool checks icon coverage and manifest presence. Full PWA audit is a separate performance/app tool.
