Why are not all technologies detected?
Because the tool does not execute JavaScript or analyze runtime network waterfalls. That belongs to a separate browser/crawler layer.
Can the result be used for security conclusions?
Only as context. Security conclusions require dedicated header, TLS, exposed-version, and configuration checks.
